alism thrives on the ideas of intervention and involvement with the outside world. Clinton's recent historical visit shows that steps are being taken to strengthen U.S. ties with Africa. His visit represents the possibility of a new era taking place between the U.S. and Africa. The relationship can become an era based on respect and mutual interests. Clinton pointed out himself that America's number one mistake in its relationship with Africa has been that of neglect (88). By acknowledging the fact of neglect, the first step has already been taken towards achieving positive international relations with this continent.
             Part of American foreign policy deals with the belief in the spread of democracy. Clinton's visit was based on America's national interest to spread democracy. This ideal can be viewed as a positive one because it enables Africa to become involved with new opportunities for trade. Along with trade come the issues of peacekeeping and debt.
