THE MOTIVATED SEQUENCE

             Endangered species are taking priority over land and property development
             throughout the entire world, costing private enterprises millions and sometimes billions of
             dollars; there needs to be a common sense approach to protect endangered species and
             still let landowners and private organizations build on their property. Every animal that is
             listed as "endangered" is protected by the Endangered Species Act of 1973(ESA). The
             ESA was signed by President Richard Nixon in 1973(Egendorf 85). Since the signing of
             this bill there has been an ongoing battle over the ethics of this highly controversial law.
             Opinions about the law differ tremendously among many people throughout the United
             States. President of the Washington State Farm Bureau Steve Appel says; "It is about
             time to put some common sense into the Endangered Species Act."
             A. Endangered species are costing taxpayers and private enterprise millions of
             B. Growing econonmy is being stifiled, communties are turning against one
             another, people are being harmed, and tremendous amounts of federal and private money
             C. The Endangered Species Act protects thirty-three species of insects. But if
             someone happens to step on one and it is endangered, it can amount to $200,000 in fines
             and up to one year in jail(Egendorf 85).
             D. The Endangered Species Act affects everyone under the federal law. It is
             costing hard working Americans millions of dollars worth of tax money to help protect
