             The RIAA claims that Napster is enabling and encouraging copying and distribution of copyrighted material. The RIAA experts contend that it is technically possible to use the Napster system that only indexes or allows songs that have been authorized. The RIAA does not want to shut Napster down but have Napster "play by the same rules as everyone else (Ref 10)". The RIAA claims that Napster's New Artist Program, which obtained permission from 17,000 artists to distribute their music, will stay intact.
             The RIAA is not against digital music. In fact, the labels that the RIAA supports are making efforts to go digital. Three of the five major labels (EMI, Sony and Universal) are now offering digital downloads on the Internet. Soon they will also be offering a subscription-based service to consumers.
