the bill of rights was necessary to ensure acceptance of the Constitution, started to draft the original bill of rights. Of significance, Madison called for restrictions on the states as restricted on the federal government, but this proposal was defeated by states' rights advocates. In September 1789, two of the twelve amendments were rejected and in November 1791 the other ten amendments were ratified affixing the Bill of Rights to the Constitution. (Stephens and Scheb 338)
             The ratification of these ten amendments became known as the Bill of Rights.
