(Rauch) It is very difficult for large groups, such as large interests groups to form though it is possible with the passage of time. "Organizing a group to seek collective benefits is difficult. However, one at a time, little by little, over a long period, groups do manage to overcome the obstacles." (Rauch) This is because everybody is fighting for there own personal need!
