EU Expansion

             This report is about the expansion of the European Union and the recently presented draft constitution.
             According to The Pocket Oxford English dictionary (seventh edition) this is the definition of a Constitution:
             Act/method of constituting composition; form in which state is organized. Body of fundamental principles by which state/body is governed
             A draft constitution, led by Valery Giscard d'Estaing (President of the European Council), was presented by the European Convention to the EU leaders at a summit in Greece in June 2003. This is the first constitution developed by the EU and it covers many issues regarding the structure and operation of the organisation.
             Why a written constitution is thought necessary at this point in the development of the EU
             At this stage in the development of the EU, a written constitution is seen as necessary since it is due to expand and consequently needs a 'radical overhaul' (economist.com) to be able to administer the EU more effectively with ease. Currently there are fifteen members and during the year 2004 ten new countries will join. This will be the biggest addition to the EU since it was developed in 1957. Due to this increase the leaders must have a general agreement on how the EU will be governed in order for a successful union because control over the EU will be difficult if there is not a constitution stating the role of the union and the regulations the countries are expected to abide by.
             At present there are too many legal documents, which have been produced by different treaties in the EU. There are a 'mass of overlapping legal texts which need to be consolidated into a single document' (economist.com), which is very important so that all the laws and rights are given by one legal body so they can be easily found and referred to.
