putting kids in jail but, it does not make sense for children 16 years and younger to be on the streets after 11 p.m. on the weekdays and midnight on the weekends. This county is not immune to the problems that larger cities portray such as Houston and Dallas but it could get bad like one of those cites if the curfew is not taken into effect.
             There are several exceptions to the curfew including being accompanied by parent, guardian, or custodian or being engaged in lawful employment or traveling to or from employment. Also Harris County curfew has several exemptions for students participating in school–sponsored events. This is the U.S. Supreme Court let stand a Dallas statue, upon which many cities now model their laws, that allows several exceptions for an underage person to break curfew.
             Juveniles live in the United States and they live completely different from their parents or grandparents from when they were teens. Problems experienced by children at the turn of the century are products of multiple and sometimes complex causes. The percentage of juveniles living in poverty has declined but juveniles are still far more likely to live in poverty today then 20 years ago. Teenage birth rate has declined in recent years but still remain high. Children are more susceptible to be living in a one-parent household then a two-parent family. Although high school drop out rates have fallen they still are considerably high especially in an employment market where unskilled labor is needed less and less.
             Proposed curfew laws will accomplish many things: reduce and deter juvenile crime, improve public safety, curb truancy, and monitor gang movements. Secondary affects of the law include less night traffic, safer streets for the residents, making it easier to find runaways, making it harder for criminals to hide from police officials, and a reduction of graffiti and vandalism.
