Truman was skeptical in dropping the atomic bomb, but he most definitely felt that it needed to be done, especially in view of the attitude of the Japanese. Attempts were made by Truman to have the Japanese surrender after the surrender of Germany, but he had no success. He talks about this when he said, "Nevertheless, I pleaded with the Japanese in my speech announcing Germany's surrender, begging them to surrender, too, but was not too surprised when they refused"(Truman 52). The Japanese, at the time, were ready to fight under any circumstances and were not going to end the war without putting up some fight. General Anami, who became the War Minister of Japan in April 1945, exemplified the persistence of the Japanese to the extreme. Anami was the leader of those who wished to avoid surrender at any cost.
