ur Society, discusses laws made by Legislatures. In the article titled, "Panel hears public's criticism of arbitration", it explains how the issue of arbitration will be handled. The article states that the task force was mandated by the Texas Legislature to identify what issues are problematic in private arbitration and submit its findings to the Residential Construction Commission by the end of the year. The Legislature created the commission last year to create building standards and provide some oversight over the industry by requiring builders have permits and disputes first go through a state-administered arbitration process. If parties are unhappy with the result of the state process, they may proceed to private arbitration or the courts. In chapter 18 it states that when a certain problem arises Legislature may pass a law to accommodate for the problem. In chapter 18, it also states that in making laws, elected officials are guided by the morals, values, and beliefs, and customs shared by most of the people served by the government.
