Bid shopping occurs when a general contractor takes the lowest bid of a certain sub-contractor and goes to the other sub-contractors of the same trade and asks them to lower their bids in order to get the contract. The general contractor does not change the price of his/her overall bid. This increases the profit of the general contractor and decreases the profit of the subcontractor.
