mpire would be represented in Rome this seems a lot like our Senate here in America with all our states being represented. A local government was setup to help manage Rome's urban problems. Like the city councils that run big cities today. All these things we see Caesar doing looks a lot like forms of governments you will find today. This is also of course because Caesar wasn't the type of dictator that we think of today. Caesars reforms look a lot like foreign policies brought about by our first leaders his ideas were most likely thought of when they needed ideas to reform our government. Caesar also reformed the judicial system that was once Rome's, the new one however looks a lot like ours today one of the main points is that Caesar made harsher plenty's for harsher crimes. So in fact a rich man could not buy his way out of the wrongs he committed.
