When the Heart of Atlanta Motel sued to bed and board whom it chose, the court ruled that Congress had the authority to outlaw racial discrimination in facilities that affect interstate commerce. The motel was located just off two interstate highways.
             Civil rights cases flooded the courts. Among the lawyers who became known for taking them -- and winning -- were South Carolinians Matthew Perry and Ernest Finney. Mr. Perry became the state's first black federal judge. Mr. Finney is the first black chief justice of the South Carolina Supreme Court.
