One of the main disorders that affect the fetus of a human is Fetal Alcohol syndrome, better known as F.A.S. This birth defect occurs when the mother of the offspring drinks alcohol. This syndrome can occur after only one or two drinks during pregnancy. The outcome of the mother drinking while pregnant can be mild to severe retardation of the offspring. The mother must not drink alcohol to prevent this syndrome. But whose responsibility is it to make sure the mother does not drink, the mother or the community?
             Some say that it is the community's responsibility to make sure. Sure if the mother drinks and the child is born with this syndrome the community will have to pay for the special education and services that will be needed to serve this child. And if the community refuses to serve the mother alcohol there is a smaller chance of this syndrome to occur. The community can only do so much to help prevent this. The mother can sneak a beer from her refrigerator without her husband, friends or family even knowing.
             The mother must be a responsible parent at the start. She shouldn't drink. This is the only birth defect that is fully preventable. If the mother cannot be responsible she should not have the child. Ultimately, it is the mother's responsibility to make sure this syndrome doesn't happen.
             The mother should look and see what will happen if she drinks. One the child will require additional care. Two, the child's chances of living a normal life is very slim. The child will have problems even in the mild stages of this syndrome such as handling money, doing everyday chores and will be deprived of a good education.
             Now if the mother is more responsible at the start there will not be a reason for the community to have to step in to make sure the mother doesn't drink. If mothers don't drink there will not be any unnecessary spending of tax dollars. So
