idea is to limit the control of the leader with the three branches of government - executive, legislative, and judicial - and the different Houses such as House of Commons, creating Parliament. Once Bismarck allowed Parliament to have some power he did not listen to it. When he wanted to expand the army, he said that he did not need Parliament approval and collected taxes to pay military expenses anyway, going against the constitution at that time.
             The dictionary definition of democracy "is a government by the people in which the supreme power is vested in the people and exercised directly by them or by their elected agents under a free electoral system." The representation of the people in the country is very important in a democratic government. Canada has a democratic government and is said to be "a country that strives for the universal realization of human rights and a high standard of living for all." Elections have been found to be the best way in which one can see what the people want within their country. The people vote on what party they want to be in power and what leader they want to represent them as a country.
