to lower instances of infection in some other European countries such as Ireland and Great Britain which have not legalized soft drugs and do not employ such methods as injection clinics. The problem with the Netherlands drug policy do not stop at the society level however as a recent General Affairs Council meeting in Brussels agreed, without debate to adopt an anti-drug strategy for the 2000-2004 period (2). The EU anti-drug strategy's key aims are to ensure; a significant reduction of drug abuse, especially in youths; a substantial cut in the supply of illegal drugs; a significant cut in illegal trafficking and money laundering. Although the Netherlands fairly relaxed drug laws do not promote drug abuse outright it has to be said that the ease of access to certain drugs does not make it easier for cases of abuse to occur.
