             The struggle for power in China between the republicans and the communists began in 1921 when a political party known as the Guomindang (a Republican/Nationalist party) rose to power during a period of civil unrest's and nationwide rebellion against the dictatorial regime of Yuan Shikai. In an attempt to obtain aid, the Guomindang turned to the Soviet Union, which had recently achieved their own revolution. In January 1923, Soviet diplomats held extended meetings with the Guomindang, which resulted in the emergence of a new policy between countries. (Spence, 314) That same year Soviet advisers began to arrive in China to aid in the reorganization and unification of the Guomindang along the lines of the communist party of the Soviet Union. But the infiltration and assistance of the Soviet Union did not give immediate rise to communism. Instead, the Soviet Union had initiated a dual policy of support for both the Guomindang and the newly established Chinese Communist Party !
             (CCP). The period between 1928 and 1937 was one of consolidation by the Guomindang. Decades of civil unrest's and opposition had left China in a state of chaos and fragmentation. In an effort to form a sense of unity and pride among the people, the government set out to modernize the legal system, reform the banking and currency system, build railroads and highways and initiate improvements in education. One of which was a campaign to "popularize" the national language and overcome dialectal variations.
             During this period of progress, several "forces" were underway that were leading up to the gradual "take-over" and prominence of the communist party.
