hange of power for limitations, also referred to as constitutionalism, is the main principle and relationship involved between the framers of the Constitution and the American people. Three principles that would be indirectly drawn from the Constitution is federalism, the separation of powers, and individual rights expressed in the Bill of Rights. These three principles are nowhere found or mentioned in our Constitution but provide the primary framework for it. ¡° We can call them the framework because they were to be the structure, the channel through which the governmental power would flow¡±, (Lowi, 71).
             Deviating from the original ¡°tug of war¡± for power, the two governments mentioned in the Constitution were to work together through a mechanism called dual federalism, a fundamental concept to the American government. Through this system of two sovereigns, the framers hoped that the competition between the two governments would on its own, act as a limitation of power. By splitting the powers of the country into two forms, limitations were put on the national government while giving the traditional state governments a significant role. The functions of the national government were basically restricted to its commerce powers, aimed at assisting the development of commerce and distanced from dealing directly with the citizens, a job left for the states.
