             to use other forms of actions against nations. These included economic trade place
             upon an offending nation. These often did not deter nations from transgressing as
             some states did not abide to the sanction and continued to trade and oil continued to
             be traded and was not included in the sanctions.
             There were several instances where the League succeeded in resolving disputes
             Disputes resolved by the League of Nations were often between small states with little
             military power. An example was the Aaland Boundary dispute between the
             Scandinavian states of Sweden and Finland over the Aaland Islands. The squabble
             was decided in the favor of Finland. Another extremely successful resolution was
             between Greece and Bulgaria in 1925. After some shooting incidents on the border,
             Greek troops invaded Bulgaria. The League quickly intervened and Greek troops were
             removed and reparations were paid to Bulgaria.
             Several organizations were set up within the league. The International Labor
             Organization was developed and worked to improve working conditions all over the
             world. They persuaded governments to set maximum working day and week, specify
             adequate minimum wages and introduce old age pensions, unemployment and
