             In 2001, the IDRS found a reduction in the availability of heroin in the jurisdictions with established heroin markets (New South Wales, Victoria, Queensland, Western Australia and the Australian Capital Territory). In 2002, IDUs reported otherwise, stating they thought it was easy to very easy to obtain, except in the Northern Territory where it was reported that heroin was harder to obtain (Breen et al., 2003). The overall findings of the 2002 IDRS which take into account usage, price, purity, and availability, show that drug use trends in the Northern Territory differ significantly to the rest of Australia in regards to heroin. A possible explanation of the significant difference between the Northern Territory's drug use patterns and the rest of Australia is that heroin is not as easily available in this jurisdiction as well as the effects of pricing.
