             In 1986 President Reagan signed the Anti-Drug Abuse Act into law. The act provided more strict penalties for drug offenses. The new federal penalties were based on the amount of the drug involved in the incident, and targeted those who distribute drugs.
             From 1996 until now, many states have tried to pass medical marijuana initiative laws. In response a research team was formed to study its medical benefits. The benefits are good, but the study said that a synthesized drug might be a better answer.
