             In the 1960's a few theories developed as to who had the power in Congress and why? The most notable was presented by David Mayhew, which evolved from the simple concept that members of Congress do things solely to get re-elected. Defending this statement normatively is east because it puts the responsibilities on the individual member of Congress. Mayhew believed that in order to get re-elected the incumbent members needed to obtain a high EID (expected incumbent differential). In order to get a high EID Mayhew suggested an incumbent must do three things: have effective advertising (name recognition), credit claiming (take credit for positive things happening in there constituency), and have strong position taking (taking the popular side).
