Congress found that the people of the United States of America where not protected against " domestic terrorist, weapons of mass destruction and cybertechnology". In an effort to reduce the cost of providing these services much like FEMA does for natural disaster victims. Congress stipulated that "preparation for domestic terrorist attacks should be coordinated so as to eliminate duplicative federal programs" In essence the training offered at the national level should not overlap that of the state and local level. I also believe that this directive to "eliminate duplicative Federal programs" was intended to enhance centralization, it is important that during any type of emergency one knows exactly who is responsible for what and who they are to report to. In instances where there is not a clear and defined command atmosphere many different organizations will operate independently when if acting like a team a whole lot more could be accomplished.
This bill had three underlying principals or actions that it wanted to result from this bill being passed:
A to increase cooperation between federal, state and local emergency preparedness and response for domestic terrorist attacks.
B: To designate a lead person to centralize the effort with one man in charge and responsible
C: Increase the resistance and awareness against terrorism to counter its current growth.
III. SEC. 651. ESTABLISHMENT OF OFFICE
