For example, the difference between a murder being a hate crime or not may lie on whether the murderer yelled racial slurs at the victim or not. This is hardly an effective system. It would simply teach criminals not to make their prejudices so blatantly obvious. Many parents have come to discover that the more they punish their children, the better their children become at not getting caught. A more effective method of raising children is to firmly teach them the difference of right and wrong from the beginning. The same applies to criminals and the general crime level: it all comes down to prevention, not punishment.
             Punishment for a crime is generally based on the severity and conditions of a crime. For example, someone who causes a minor car accident may get a ticket for say, failing to stay to the right of the center line. They pay the ticket or argue their case in traffic court.
