The event that established the need for UAVs was the downing of Francis Gary Powers' U-2 spy plane over the Soviet Union on 1 May 1960 by a Surface-to-Air missile. The shoot-down of Powers' U-2 was a devastating blow to the US international prestige. Therefore, this country became significantly sensitive to manned reconnaissance. After the Powers incident, the US stopped all U-2 over flights of the Soviet Union. Subsequently, efforts increased on the development of UAVs, especially after the downing of another U-2, this time while over flying Cuba on October 27, 1962 to determine the status of the Soviet nuclear missile sites. Classified work began rapidly on a new UAV called the Lightning Bug. The Cuban situation vividly demonstrated the need for quick intelligence gathering while also demonstrating the political sensitivity with using manned aircraft. US involvement in the Vietnam War broadened the uses of UAVs through real-time video, electronic intelligence that increased the safety of manned aircraft flying over hostile areas, electronic counter measures (Jammers), battle damage assessors, and Psychological Operations in leaflet dropping.
