Los Angeles is seen as corrupt and essentially ungovernable, and this is a notion that Scott's contemporaries, and even audiences twenty years later, can identify with and comprehend. We know Los Angeles as it is described in the popular cliche already mentioned, the corrupt, often ungovernable, yet still powerful "queen" and temptress.
