re 6.7 percent of the driving population, but are fourteen percent of the alcohol related fatalities among drivers."(Wechsler 1-10). Many independent studies have been done by various groups, ranging from MADD (Mothers Against Drunk Driving) through SADD (Students Against Destructive Decisions) that show underage drinking is a problem. Another phenomenal program is The Century Council which is also a non profit organization that develops and implements innovative educational public awareness programs with other national and public organizations used to inform the public about dangers of alcohol abuse. The government has also recognized the problem that faces the United States and has tried to pass laws in order to halt the consumption of alcohol by minors, especially those minors who are driving. One such law passed in 1994 is the "Zero Tolerance" legislation. This law states that, "youths under twenty-one years of age that tested to have a blood alcohol concentration of .01 or higher will have their license suspended for one full year."(Wagenaar 175-200). But to no avail, this law has not had the impact which the United States government had hoped. With underage drinking on the rise and fatalities due to drinking and driving also on the rise, some actions must be taken in order to protect innocent United States citizens.
             Throughout the past years many groups have formed in order to try and prevent underage drinking. One such group is MADD or Mother Against Drunk Driving. MADD was formed in 1980 by a Candy Lightner and a small group of California women after a thirteen year old girl was killed by a drunk driver. The drunk driver, who had three prior drunk driving arrests, was released just two days prior to the accident.
