Even Start is a program that supports literacy. This addressed the basic education needs of parents and children from birth to age eight, who come from low-income families. This provides three services: adult, parenting, and early childhood education. The Even Start program started in 1989 and is part of the ESEA. The Even Start program was revised in 1991 when Congress passed the National Literacy Act. The NLA lowered the age of eligible children from one year, to birth.
