The animals are confused, and they therefore believe their leader. Big Brother, on the other hand, lies so much that he needs to form an entire section of the government to conceal his lies; the Ministry of Truth. This is the employment center of the main character, Winston. The Ministry of Truth is a very contradictory term because it is the exact opposite. It creates and circulates lies about everyone and everything. They rewrite the past history to suit their present needs and they produce lies and propaganda about everything from their productivity reports to the status of their current enemies and allies. Both Big Brother and Napoleon are guilty of the same crimes. Big Brother keeps switching allies and enemies. One minute Oceania is allied with Eurasia and fighting against Eastasia, and the next minute it is reversed. Every time the tables turn, Big Brother and the Ministry of truth formulate new lies and change past records in order to manipulate the minds of the people into believing them. The same can be said for Napoleon. He also changes his policy towards neighboring farms rather mindlessly it seems, but when he reveals his reasons to the other animals, he always makes up some very believable lies and thereby wins over their trust.
