Jack's rise is symbolic of that of dictators such as Hitler and Stalin who created mob and cult followings. They used means such as propaganda and public demonstrations to create a following, this is similar to Jack's rise in that he influences the other boys by preaching to them that they can have fun on the island and not worry about the rules and order which were made out to be so important by the likes of Ralph and Piggy. Once some members of the community began to follow their (Stalin's and/or Hitler's) ideals and beliefs, they started to influence others and before you could blink people were being collected by the mob and being influenced by these totalitarian leaders. Again parallels can be made to Jack's rise, he started off with a powerful influence over the choir but soon he established a much larger following and before long most of the inhabitants of the island was on his side. Groups of people in Germany and Russia were given a new feeling of self-confidence and they suddenly had people who supported them. This was particularly evident in the rise of Hitler. Germany was in a bad way after World War One and suddenly they had a man to lead them and a group to follow. They were swept up with ideals and the beliefs of the mob, much like the boys on the island were, whether they shared these ideals or not, as a group the people had power. Jack's rise is also intriguingly similar to the rise of Stalin. Stalin started his political career as a mere political demonstrator but soon he would have firm ties with the leader of the Communist Party, Lenin. Stalin was appointed Commissar of Nationalities and had his goals firmly set on becoming the leader of Russia after Lenin died. However one man stood in his way, Trotsky.
