The Chester Upland School District, located in Chester, Pennsylvania, is a school that has a major problem with illiteracy, gang warfare, and a huge drop out rate that was as high as forty percent in the late 1990's. This school was so bad that it was being considered to get rid of the school and send the students to schools near the suburban cities. Last fall, the nine Chester Upland schools were handed over to the Edison Schools, hoping that they would be able to improve it. The Edison Company promised to try to change the system without firing the existing teaching staff.
             Doctor Proteat was Edison's high school principal who was trying to help change the system. He was very strict, so strict that the student actually respected him. He understood that these children just needed plenty of help to set them straight. He could not just expel or suspend the students for doing something wrong, so he tried to find a balance to try to get them to stay in school and become educated.
             Edison was provided with new text books and was soon discovered that a good amount of students could not even read them. It was also discovered through testing that some students were in fact, smart, but failed on purpose to fit in. In order to keep the promise of changing the students behaviors, the Edison Company must think of a quick way to change the failures that have been going on for decades.
             The Edison High School just needs to be more strict on the students, and not let them disrespect the teachers the way they do. The school should try to get the students active in sports or other extra-curricular activities so that there is less chance of a gang-related violence. Therefore, the students will not be bored and won't have a chance to begin a fight over not fitting in.
