             The private sector does not have to deal with these conflicts. Decisions are made internally and they do not have the worries of pleasing the outside. In the private sector change must be expedited because of competition. Most all public agencies are monopolies, thus change and revisions are not a major priority (Chase, p.5). Change is a lengthy process in the public sector. Once problems finally get resolved, often new problems have arisen. This results in high costs and inefficiency.
             Next, funding is another major difference between the public and private sector. The article states that "there is an instinct to spend it (money) as fast as possible because if the agency does not, the legislature might cut back next year" (Chase, p.6). I believe this has been true in the past but the trend has changed in recent years. For example, in the past, financial penalties were imposed on county Job and Family Service agencies who failed to spend their entire allocated budget. This resulted in counties spending money ineff
