To ensure that the colonist did not object to and paid their taxes, he would use fining as a punishment. In some trails "without a jury sometimes have people been fined most unrighteously". This method is strict, especially for someone who just objects to raising taxes without and assembly. Andros most likely learned these methods from his experience as a soldier. The colonist he fined, were fined outrageously to show an example so everyone would pay their taxes in fear that they would also have to pay the fine. If they were unable to pay the fine they would be thrown in prison which is still done today. He kept this strict rule, to make sure that the colonist paid their taxes and to put a fear in the colonist so they would not try to overthrow the government.
             The colonist had the threat of war from tribes to the west and the French to the north. The one thing that the colonist feared the most was an attack from the French. They received these fears from people saying that they "already treated many of the English with worse than Turkish Cruelties." Their fear of this treatment instilled the need for more protection and the current government would not be able to fulfill this. Ironically Andros had protected the colonies from attacks from the Indian tribes despite their misconceptions. He traveled three hundred miles with the sole intent of pursuiting the enemy in person. They continued to pursuit them over a hundred miles west of any other Christian settlement. There were no known attacks from the French but surely if one had occurred Andros would have been highly qualified to handle the situation because of his previous experience as a soldier and previous encounters with the war-like tribes to the west.
