             Ted Barlow was a field auditor and funds accountant in the central office of the TA, and had been with the TA for a several years. Barlow has a degree in accounting, and was experienced in his field. In addition, he was bright, and fundamentally competent in his job; he was considered an expert among his peers. In addition, Barlow was well networked with other governmental departments. Because of his knowledge, many felt intimidated by him in his department.
