Mobutu Sese Seko who exercised extreme militaristic powers to become a billionaire at the expense of his society. Obtaining ultimate political power in Africa generally is the route to amass great fortunes.
             Unfortunately the poor are preyed upon to make the wealthy wealthier. False taxes are instituted; orthodox laws are passed mandating that citizens have passes and police officers utilize extreme measures to police people. The militaristic measures of these societies are to institute the dictator's marshal law and in order to keep the ordinary citizens from forming a coup to oust their government or try to gain back control of their natural resources.
             Essentially, colonization never ended in these African societies due to these despotic leaders squeezing their own country and people of their economic resources and lining Swiss bank accounts with their whole country GDP income.
