             To determine the punishment to be inflicted on these states that sponsor terrorism, there is a need for an international organization to determine the amount of involvement of the state. One country cannot enforce its will upon another without the support of the majority of the countries in the world. This has been proven many times but has not stopped countries from attempting it.. One international organization with the participation of many countries could get the job done. This would be the work of the diplomatic side of the organization.
