             In 1930, the USACE was setup to manage the Mississippi River as continuous floods occurred. The river flooded a lot in the winter. The government decided that for the county to develop economically there need to be a large industry. America created this industry in reliance that the Mississippi River could be control this is because goods needed to be imported and exported out of the country. At that present time the river level wasn't big enough so that large ships could transport the goods to different states. The USACE spent years creating models and collecting data so that they could properly predict the actions of the river and therefore use the data to choose which river management is best.
             The USACE used levees, to create a higher river level. Levees are used to increase the capacity of the channel by increasing the rivers cross-sectional area. Therefore, a higher discharge can be accommodated before 'bank full' discharge is reached. The advantages of this are that economic activity on the adjoining floodplain, which is what the government wanted. Also the levees were designed to accommodate a certain sized floods, which meant that recurring floods would be less common.
