             The USA PATRIOT Act was undoubtedly passed quicker than normal legislation of its size and importance; but, during a Senate meeting on October 25, 2001 Senator Kyl insisted that "we did not rush to pass ill-conceived legislation," (Cong Rec. 25 Oct. 2001).
