some countries do not even allow new citizens to enter their country.
If one wishes to leave the U.S. to go to another country for permanent residency, they must fill out a form of notice of the intent to leave the country and give up their U.S. residence, and then complete what they need to do to become a registered citizen of that country.
(b)American citizenship entails the rights listed in the bill of rights:
Amendment I: Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.
