             A great deal of understanding the real problem in this dilemma depends on our understanding of the National Highway Traffic Safety Administration. The NHTSA is an extension of the U.S. Department of Transportation. While both the NHTSA and the U.S. Department of Transportation crash test new cars, they are held to different standards.
