             With his new power, Woodrow Wilson began to delegate power through Administrations and committees. The most important commission Wilson made was creating the War Industries board under Bernard Baruch. Baruch, who even before Wilson became president, was a powerful man in American business and politics served an integral part in war mobilization and integration.
