emselves then someone will have to help them, preventing them from their right to cast a silent, private vote. We need to develop some kind of program to assist these people because there is no reason why their right should be violated.
             The biggest problem we have right now to me is that there is no standardized, simple voting ballot. Each state has the right to pick what type of ballot they use in their voting polls so there is no universal ballot making it confusing for many. If a person is used to one type of a ballot and then they move and are given a completely different ballot they could very easily become confused and cast the wrong vote. Also some states use ballots that would be confusing to anyone even people who have used them before. There needs to be a universal voting ballot that is self explanatory and maybe even an education program implemented in some way.
             There are several other problems that people and groups have pointed out such as, civil rights concerns regarding the unequal voter ID requirement, too few polling places, the disorganized absentee ballot system, and the lack of training for the people working at the polling places. All of these problems need to be looked at and then corrected or the presidential election of 2000 in doomed to repeat itself.
             There have been several bills presented to help with these problems but not one that really solves them all. On March 19, 2001 Sen. Christopher J. Dodd presented S.565 to the senate, this bill would establish a Commission on Voting Rights and Procedures that would study the problems with the voting system and make recommendations on what to do next(The Voter Rights March).
