             An individual that lived in my neighborhood started his own garbage and sanitation collection service. His standard of living has increased, and his company offers employment to others in the community- production has increased. Others have found employment in the service industry, in utility companies, and in other industries in the area. Without the closure of the mill, some of these other industries would not have existed because of the lack of capital and labor. Garfield County has about tripled the number of hotel rooms in the county in the past ten years. This expansion could not have taken place without the shifting of labor and capital that Hazlett discusses.
