             THE EXECUTIVE BRANCH OF THE FRENCH GOVERNMENT
             As mentioned earlier France is a presidential republic. This has not always been the case in the area, due to the previous "constitutional pattern of the parliamentary system, and the new institution of the French president was a reaction against the, weak impotent prime ministers of the Fourth Republic" (Mahler, MacInnis 265). When Charles DeGaulle designed the constitution of the Fifth Republic was ""to free the executive from legislative domination and so to make possible greater governmental stability"(Mahler, MacInnis 265). Within the new constitutional arrangement the French president now had the powers "to :
             3. assume emergency powers under Article 16
             4. ask Parliament to reconsider a law just passed
             5. refer a law to the constitutional council for judgment on its constitutionality
             6. preside over the council of ministers (the cabinet)
             9. decide whether or not to submit a bill to popular referendum when the Parliament or the prime minister suggests it
             all without needing the consent of either the Government or the Parliament"(Mahler, MacInnis). The changes in the powers to the president were in revolt to the preexisting parliamentary system.
             On the other side of the executive branch is the Prime Minister.
