Mudslides are also often a problem in hilly terrain, burying homes and destroying property, particularly in underdeveloped mountainous countries where the warning system, hurricane preparedness, and infrastructure are insufficient.              In Florida there is a Hurricane Watch system in place. They issue a Hurricane Warning that indicates that the state of Florida will be receiving winds of at least 74 mph within the next 24 hours. This should trigger each family into taking their 'disaster plan' and taking proactive measures. The same applies to Tornadoes. The Tornado Watch issues alerts to the public, and the Tornado Warning warns the public that a Tornado has been sighted. An instrument called Doppler radar (which can detect areas of rapid rotation in a thunderstorm) is used to help predict tornadoes. Hurricane forecasters also monitor the latest observations from satellites, ships, radar, buoys, oilrigs, and other sources to assess any track or intensity changes. When a hurricane is far offshore in data-void regions, the intensity is estimated from satellite cloud patterns using the Dvorak technique. While generally sound, the Dvorak technique can produce wrong intensity values, as in the case of Typhoon Omar. The main source of information on a hurricane is a reconnaissance plane that flies into the hurricane's eye.
