or underdeveloped countries than it is in richer countries with developed market economies. Why is that? It is because in the poor countries people need to eat. In any country people need to eat, but in a poor society: a) either the food is very scarce, even in stores or b) people do not have money to buy it. In this case they have two choices: one, to either stand by and do nothing, thus starve to death, or two do what ever is necessary to get the food or the money needed to buy it. Let's face it, one can live in a cardboard box under a bridge, and one can wear clothing even if it is ripped all over, but one cannot survive with out food.
             In Romania, for example the corruption is one of the highest in the world. Romania is also among the 68 poorest countries in the world according to the World Bank. It is true, that in Romania not every corrupt act arises out of the need for food.
             Perhaps the police officer that accepts a bribe in exchange for not writing a ticket for a traffic violation, does not actually have a starving family at home. Most like
