as the Quebecois began seeking constitutional recognition of their status as a distinct society. The Parti Quebecois was elected by the Quebec voters and was committed to holding a referendum on sovereignty before the end of its' term. The Quebec voters voted against this sovereignty association in 1980 as they were specifically promised by federal election campaigner Pierre Trudeau a 'renewed federalism' . The Parti Quebecois lost the sovereignty association move but the separatist threat was still alive. Quebec was very much at the heart of the referendum.
