In the article "Reversing White Flight," Jonathon Rauch is trying to convince that vouchers will improve city schools as well as neighborhoods. This article appeared in the Atlantic Online in October of 2002 under the agenda of education. The author starts off by saying that people who once lived in such cities as Washington D.C. tend to move to the suburbs for better public schooling because they want to get away from the troubled school systems in the urban areas. Then he goes into his arguments giving reasons for why he thinks vouchers will improve public schooling and urban neighborhoods. After that the author states his counterargument, rebuttal and gives an excellent example of a man named Nechyba who developed a great urban-renewal program. Nechyba devised a detailed economic model of school systems and their neighborhoods and tuned it to produce lifelike changes in tax revenues, school performance, residential patterns, and other outcomes, and then he added vouchers. The results were positive and that introducing vouchers to poor public schools would actually improve poor neighborhoods. Although some may feel this article lacks effectiveness, it deserves a positive review based on its audience awareness, its capability to achieve its purpose of informing, and its overall organization style.
             This article clearly keeps its intended audience, which consists of all people in mind. The article effectively addresses its targeted audience by not making any biased or opinionated comments. It presents information in a way that appeal to any reader. This article is able to increase interest by not portraying any stereotypes or predispositions.
