             What is education? According to the Oxford Dictionary, education means development of character or mental powers; formative experience. Paul Tsongas, a democrat sees education as ¡°taking what is given and passing it on.¡± He also said that American government does not spend enough money to fully fund the educational program in America. Education is important to a country and it affects the economy. Support services, educational facilities and special projects are a needful extension of the educational administrative machinery to ensure that the basic aim of providing quality education can be achieved. Governments are willing to spend a lot of money on education sector as it helps the economy of a country to grow and improve standard of living of the people in the country. Expenditure for public and private education from preprimary through graduate school rose to estimated high of $583.8 billion for the year 1997-98 in America. As education cost money, there are disadvantages students. Children who are seriously disadvantaged economically often lag behind their peers mostly because they have more learning disabilities, are more likely to be held back a grade, and have higher dropout rates. According to educators and observers, the disadvantaged groups in America are children from poor families, children who are linguistically isolated or have limited English proficiency, usually because they are members of immigrant families and children who change schools frequently. These children may suffer from health or behavioral problems related to poor diet, or their linguistic disadvantages may limit their ability to keep up in school. Although education needs a lot of money but efficient education is beneficial to the economy of the country. But to be efficient, education should avoid focusing too much on the past.
