In 1996, the terrorism act was made as a federal crime for death. This act was passed a year later after Timothy Mc Veigh bombed the federal building in Oklahoma City. Criminals are held legally responsible for their crimes in two ways. Actus Reus, which means the crime itself, and Mensa rea, which means the guilty mind. In other words, it means a guilty mind is a sane mind that belongs to the person who is aware of the wrongfulness of the crime. In 1984 there was a new act called the Comprehensive Crime Control. This act states that insanity is a fair defense against murder, but only at the time of the commission of the acts constituting the offense.
