why would Russia or any other country believe that Saddam would honor their contracts. And, I am sure that these are not all of the resolutions that have been passed by the UN Security Council, and violated by Iraq and Saddam in the last 12 years.
The first resolution to control Iraqi behavior, Resolution 660, was passed on August 2, 1990 (internet 4); this document condemned the Iraqi invasion of Kuwait, and demanded the withdrawal of Iraq from Kuwait. This document was ignored by Iraq and Saddam so the UN Security Council then passed Resolution 661, was passed on August 6, 1990 (internet 5) which began the economic sanctions against Iraq and occupied Kuwait and froze the assets of Iraq and Kuwait to prevent Iraq from having access to the funds. The most important thing to look at here is that it took a total of 4 days from the passage of the first resolution, the violation of it and the passage of the first sanction against Iraq. What gets me about all of this is that Saddam himself and his family did not suffer, starve nor actually see the results of these economic sanctions but the Iraqi people did.
On November 29, 1990 Resolution 678 was passed (internet 6). This resolution contained the following statements:
1. Demands that Iraq comply fully with Resolution 660 (1990) and all subsequent relevant resolutions, and decides, while maintaining all its decisions, to allow Iraq one final opportunity, as a pause of goodwill, to do so;
2. Authorizes Member States Co-operating with the Government of Kuwait, unless Iraq on or before 15 January 1991 fully implements, as set forth in paragraph 1 above, the foregoing resolutions, to use all necessary means to uphold and implement Resolution 660 (1990) and all subsequent relevant resolutions and to restore international peace and security in the area;
